It is January following the end of the kidnapping and murder of Deputy Premier Pierre Laporte and the kidnapping of James Cross. Canada is coming out of being in Marshall law and the War Measures Act, which was just enacted for the first time in history during peace. People are worried about the recent domestic terrorist attacks and want confidence from the government that they will work towards protecting them from other potential attacks. Prime minister Pierre Trudeau  is now in charge of leading the country in domestic terrorist efforts and controlling the potential paramilitary groups that exist in Quebec and Canada. In addition, parliament has to worry about the potential leftover push from the citizens on Quebec separation.
